About Anne Jensen, Consultant | Anne transforms research and analysis into actionable strategies that help communities build equitable, resilient futures. She specializes in blending qualitative and quantitative insights to guide clients through the day-to-day challenges of economic and community development. Anne’s expertise includes housing and economic development planning, racial disparity analysis, and data storytelling using tools such as GIS mapping and visualization to clarify complex regional dynamics. Her work bridges local context with national best practices to help communities act decisively toward inclusive growth. At Fourth Economy, Anne has contributed to major initiatives across the country, including the Economic Mobility Strategies for Nashua, New Hampshire and Gresham, Oregon, where her work helped local leaders design practical pathways to address poverty, improve access to opportunity, and strengthen community partnerships. She also supported the York County Economic Development Five-Year Update, advancing strategies that connect housing, workforce, and business growth, and contributed to the Stafford County Economic Development Strategy, where her analysis informed approaches to sustainable infrastructure, transportation, and talent attraction. Anne holds a Master of Public Policy and Management from the Heinz College at Carnegie Mellon University and a Bachelor of Arts in American Studies with concentrations in Race and Ethnicity and Sociology from the University of Virginia. Before joining Fourth Economy, Anne held research and policy roles focused on community engagement, equity, and public management. She is passionate about translating data into meaningful narratives that empower local decision-making. Outside of her professional work, Anne is an active community leader. She is a member of HYPE (Helping Young Professionals Engage) Richmond and serves on the Young Professionals Board of the Sports Backers Alliance, where she supports initiatives that foster active, connected, and inclusive communities.
About Jerry Paytas, Vice President, Research & Analysis | I am a planner and regional economist with experience conducting a wide range of demographic and industry analysis at the local, state, regional, and national levels. My project experience includes comprehensive economic development strategies, site development strategies, market analysis, economic impact, program evaluation, and regional projections and modeling. Prior to Fourth Economy, I ran the Center for Economic Development at Carnegie Mellon University at taught at the Heinz College. I serve on the boards of Landmarks Development Corporation, the University of Pittsburgh Human Stem Cell Research Oversight Committee, the University of Pittsburgh Master of Science in Quantitative Economics program, and Humanities Engage.
