Summary
The CoC Program Manager oversees the effective operation of the Delaware Continuum of Care and Housing Alliance Delaware’s work as the Continuum of Care Lead Agency and Collaborative Applicant for HUD CoC funds. This position is supervised by the Executive Director and supervises 1 FTE.
Qualifications
- Bachelor’s degree in a related field such as Public Policy, Public Administration, Human Services, Non-profit management or other related field. Graduate degree preferred.
- Experience working with and managing government grants.
- Experience with program management, evaluation and improvement.
- Dedication to solving homelessness in Delaware.
- Knowledge about federal or HUD funding requirements, or the ability to quickly learn.
- Excellent relationship building and interpersonal skills.
- Experience providing direct homeless assistance is a plus.
- Reliable personal transportation.
- Excellent problem solving and decision-making skills.
- Excellent written, oral communication, and computer skills.
- Ability to work well with groups and lead groups to achieve shared goals
Responsibilities
- Lead special CoC projects and initiatives, as assigned by the Executive Director.
- Work in partnership with the Executive Director, the CoC Board, CoC members, and other state and community leaders to achieve the goals of the CoC’s Blueprint to solve homelessness.
- Responsible for ensuring that Housing Alliance Delaware effectively fulfills its duties as the CoC Lead Agency for the Delaware CoC, including community coordination, compliance, and providing leadership and support to the CoC Board, CoC members, and CoC committees.
- Supervise the CoC Engagement Manager to ensure effective communication and coordination with partners and CoC members.
- Manage and organize CoC events, including the annual CoC meeting/conference.
- Work with Executive Director, CoC funding consultant, and CoC funding committee to implement the annual process by which the DE CoC applies for and receives HUD COC funds by coordinating and managing the local funding process, which includes releasing annual RFPs, conducting project performance evaluation, and grant writing.
- Develop and implement project evaluation and performance improvement plans with CoC-funded agencies that encourage data driven decision-making and results in improved outcomes for people experiencing homelessness.
- Produce and publish a variety of reports on homelessness throughout the year, working in partnership with Housing Alliance DE’s other program teams.
- Maintain professional knowledge on innovative strategies and best practices for ending homelessness, and develop strategies for sharing information and conducting training with and for community partners.
- Responsible for planning and conducting the annual Point in Time Count.
- Embody the mission of Housing Alliance Delaware in all work done on behalf of the agency.
- Maintain professional and technical knowledge of best practices in ending homelessness and the Continuum of Care program.
- Participate with other staff in the overall smooth operation of the agency.
- Maintain strong relationships and develop mutually beneficial collaborations with community partners working to solve homelessness.
- Other duties as assigned by supervisor.
