Deputy Finance Director

POSITION: Exempt
POSITION SUMMARY:
This is a highly responsible professional financial and accounting position in First State’s fiscal activities. The incumbent is directly responsible to the Finance Director and is expected to function in the absence of the Finance Director.
MINIMUM QUALIFICATIONS: Applicants must have education, training, or experience demonstrating competence in the following areas:
1. Bachelor’s Degree in Accounting or Finance.
2. At least five (5) years’ experience in the application of Generally Accepted Accounting Principles
(G.A.A.P).
3. A high competence level of general laws and administrative policies governing non-profit practices
and procedures.
4. Experience and knowledge of OMB’s Uniform Guidance Standards and Government
Auditing Standards.
5. At least five (5) years’ experience in applicable business and leadership level of responsibility that
will enable the employee to satisfactorily perform the duties required
6. Highly effective communication skills orally and in writing.
ESSENTIAL FUNCTIONS
1. Acts as primary support to the Finance Director in the fiscal administration activities of First State. Acts as Finance Director in the absence of the Finance Director.
2. Provides effective management to achieve financial control of the agency’s financial resources.
3. Assist Finance Director to Develops and recommends solutions to resolve program/fiscal problems
4. Assist Finance Director to provide counsel and direction to the Board of Directors, Executive Director, and top-level administrators concerning policies, procedures, and interpretations of the fiscal affairs of the agency.
5. Assist Finance Director to provide fiscal management information, reports, and briefings to the Board of Directors, Executive Director, and administrators.
6. Assist Finance Director to direct the general accounting operations and supervises the daily accounting functions to include: accounts payable, accounts receivable, payroll, bank reconciliations, data entry, and general ledger account reconciliation.
7. Assist Finance Director in developing and implementing financial policies and procedures.
8. Responsible for compiling fiscal estimates and preparing special fiscal reports as may be required.
9. Responsible for compliance with First State’s accounting procedures including follow-up and testing to ensure proper adherence thereto.
10. Ensures budgets and financial reports are prepared in compliance with funding source requirements and reviewed with administrators.
11. Ensure agency finances are effectively managed and accounted for so that expenses do not exceed revenues.
12. Facilitate annual audit preparations.
13. Supervise the preparation of annual W-2 and 1099 reports, and prepare annual
tax report as needed.
14. Provides monthly, quarterly and annual projections of expenditures for the
agency
15. Performs other duties as may be directed by the Finance Director/Executive Director.
Employment is contingent upon adequate funding from Federal/State/Local Agencies. Employees will be notified immediately upon First State’s receipt of written notification of funding termination.
