Join DANA for our 2026 Delaware Annual Budget Update, an essential briefing for nonprofit leaders seeking timely, practical insight into the state’s evolving fiscal landscape and what it means for Delaware’s nonprofit sector.

This year’s program will include:

  • A high-level overview of the Governor’s Recommended FY27 Budget priorities and key considerations for nonprofits. 
  • Highlights of major funding drivers and policy issues impacting nonprofit services across Delaware.
  • Space for Q&A and discussion to help nonprofit leaders anticipate changes, plan ahead, and engage effectively in the public budget process. 
  • Federal Update: A national policy and funding update from Jessica Mendieta, of the National Council of Nonprofits, focused on federal developments and implications for nonprofits at the state and local level.

Guest Speakers


J. Brian Maxwell, Director, Office of Management and Budget

Brian Maxwell is a lifelong Delawarean and a graduate of the University of Delaware. Brian recently served as the Chief Financial Officer for Children & Families First. Before joining Children & Families First, he served in various county and state government positions for over 13 years. He assisted the New Castle County Meyer administration with developing a long term balanced financial plan and increasing transparency for county spending. He was appointed by Governor Markell and confirmed by the Delaware State Senate to serve as the Director of the Office of Management and Budget in 2016. Earlier in his career, he spent several years in the private financial services sector.


Jessica Mendieta, Policy Analyst, National Council of Nonprofits

Jessica Mendieta joined the National Council of Nonprofits in September 2021 as a Policy Associate. Now a Policy Analyst, Jessica researches and presents content about policies that affect charitable nonprofits. Her experience in the nonprofit and government sectors, as well has her background in data analysis & visualization, led her to find opportunities to highlight trends and policies that impact communities. Jessica holds a master’s degree from Carnegie Mellon University, and a bachelor’s degree from Hunter College of the City University of New York.
