Join State Treasurer Colleen Davis for a discussion on retirement readiness and how all Delawareans can realize financial empowerment through a new state program called Delaware EARNS. Treasurer Davis will highlight how EARNS will help nonprofits and their employees throughout the state. She'll also discuss what you need to do to prepare for a more financially secure future.

In this session, participants will learn how EARNS will help nonprofit employers and employees. Specifically, EARNS will provide straightforward IRAs to employees that will let them automatically save for retirement. For employers, the fantastic thing about this program is that there is zero cost to them. Further, unlike typical workplace retirement plans, employers have none of the plan sponsor liability and reporting obligations that are often a hindrance to a small organization offering a retirement plan.


About the Speaker

Colleen C. Davis was elected State Treasurer in November of, 2018. Since taking office, Treasurer Davis has focused on three main priorities: bolstering retirement security and readiness, creating pathways to economic empowerment, and promoting a culture of financial excellence. She is a member of the National Association of State Treasurers (NAST) and was elected Eastern Region Vice President in August 2021. She chairs NAST’s Banking and Cash Committee and is a member of its Long-Range Planning Committee. Treasurer Davis also sits on the Executive Board of the College Savings Plans Network (CSPN) and is a member of the Market Transparency Advisory Group (MTAG) of the Municipal Securities Rulemaking Board (MSRB).

In her official state capacity locally, Treasurer Davis serves on the Cash Management Policy Board, the Plans Management Board, the State Employees Benefits Committee (SEBC), the Government Efficiency and Accountability Review Board (GEAR), the Delaware Economic and Financial Advisory Council (DEFAC), the Agricultural Lands Preservation Board, the Delaware Council on Volunteer Fire Service, and the Board of Pardons. Treasurer Davis is also a member of the Southern Sussex Rotary Club. 

Previously, Colleen served as the Treasurer for the Delaware Physician Assistant Advocacy Group (DAPA), as a board member on the Advisory Board of Forge Life Sciences, and sat on the Board of Delaware Maritime Education. In conjunction with these achievements, Colleen has also served as a financial consultant to large medical institutions, as well as small independent practices. 

Over the years, she has volunteered locally, nationally, and internationally. When the COVID-19 pandemic began in 2020, Colleen helped distribute thousands of N95 masks and other pieces of personal protective equipment to area hospitals. She also helped coordinate the “Masked Superhero Project” for the Southern Sussex Rotary Club. After Nepal was struck by a 7.8 magnitude earthquake in April 2015, she went as a physician’s assistant to help people affected near Kathmandu. Colleen is a proven leader in Disaster Relief, Medical-Surgical practices, Pediatric Advanced Life Support (PALS), Emergency Medicine, Neurosurgery, and Advanced Cardiac Life Support (ACLS).
